Compete America is coalition of employers dedicated to creating new job opportunities for Americans by reforming the current immigration system and championing domestic educational initiatives. Some coalition members are Amazon.com, Apple, Bloomberg, and Intuit, but their membership spans the gamet of different industries. In 2021 Compete America spent 240,000 USD in lobbying expenses and they have spent 120,000 USD so far in 2022. Per their website, Compete America believes improving domestic education in science, technology, engineering, and mathematics (STEM) should be one of the nation’s highest priorities. The company hired on their behalf, Corley Consulting LLC, had eleven clients in 2021 for the sum of 1,280,000 USD.

H.R. 4521 is better known as America COMPETES Act (America Creating Opportunities for Manufacturing, Pre-Eminence in Technology and Economic Strength Act) and is centered around increasing scientific research, education, manufacturing, and technological competition with China. The bill passed the House of Resolution in February of this year and is the significantly edited version of it’s predecessor, the U.S. Innovation and Competition Act (USICA also known as S. 1260), which passed the Senate back in June of 2021. America COMPETES Act has the following immigration provisions. Immigrants that hold a PhD in any STEM fields are exempt from any annual green card limits, allowing them to obtain permanent residence with less obstacles. The act also incorporates language from the Let Immigrants Kickstart Employment Act (R. 4681) that would establish a nonimmigrant visa status “W” for those essential to the operations or management of start-ups. Provisions are also included for persecuted Hong Kongers and Uyghur refugees, allowing special immigrant status and granting priority, respectively. Finally, the bill aims to address a loophole in the Child Citizen Act of 2000 for children adopted abroad by American citizens.
Immigration in America: A Brief Timeline
The first legislation that regulated immigration in America was the Naturalization Act of 1790, which determined non-whites to be ineligble to naturalize as we as set some basic requirements for naturalization. There were a few acts afterwards including the Alient Friends Act of 1798 and the Alien Enemies Act of 1978, but the next major legislation was the Immigration Act of 1864. Labor shortage during the American Civil War led to the creation and passage of this act which established contracts for immigrant labor formed abroad enforceable by American courts. 1891 saw the next major legislation that extended the list of exclusions for eligibility. In addition, it permitted the deportation of illegal immigrants, made it a federal crime to to brin gunauthorized immigrants into the U.S., and established the Bureau of Immigration. The Emergency Quota Act of 1921 was the first to established numerical quotas for immigrants based on their region of origin. The first refugee act the U.S. adopted was in 1953, but it was highly expanded in 1980 and has been amended since for national disasters and political refugees. 2002 saw the adoption of the Homeland Security Act which transferred nearly all immigration responsibilities onto the Department of Homeland Security which is still responsible today.
