Author Erin Gerhart

The National Association of Ordnance Contractors (NAOC) hired The Livingston Group to lobby on their behalf for a sum of 15,000 USD. The NAOC was established as a non-profit in 1995 whose objective is to function as a unified industry voice representing the issues faced by those in military munitions response services. It’s founding members were all unexploded ordinances service organizations, but membership has since expanded to include geophysical services, regulatory support, environmental engineering, and various other industries.

Michael Barbero is the lead lobbyist with the bulk of their experience being in defense and national defense issues. Some of their previously championed bills include the Department of Defense Appropriations Act of 2015 (H.R. 4870), the Global Investment in American Jobs Act of 2013 (S. 1023), and the Howard p. “Buck” McKeon National Defense Authorization Act for Fiscal Year 2015 (H.R. 4435).

The Livingston Group has been hired by 30 clients so far in 2022 for a sum of 1,480,000 USD to represent a wide range of issues from business, civil service, defense, pharmaceuticals, etc.

Some of the bills being championed by The Livingston Group are the Department of Defense Appropriations Act of 2022 (H.R. 4432), and the Consolidated Appropriations Act of 2022 (H.R. 2471). The former provides appropriations for military personnel, operations and maintenance, procurement, research and development, testing and evaluation, and revolving and management funds within the Deparment of Defense budget. Outside of that, it provides for the Defense Health Program, chemical agents and munitions destruction, drug interdiction and counter-drug activities, and the Office of the Inspector General. The bill also provides appropriations for related agencies including the Central Intelligence Agency Retirement and Disability Fund and the Intelligent Community Management Account.

The later bill, H.R. 2471, provides appropriations for the remained of the 2022 fiscal year and includes supplemental appropriations for support to Ukraine. It includes twelve regular appropriations bills that fund various federal programs including the Department of Homeland Security Appropriations, Military Construction, Veterans Affairs, and Related Agencies Appropriations. The bill also provides funding for emergency food assistance, migration and refugee assistance, and enforcing sanctions against Russia.

The Livingston Group boasts policy experts in in nearly all security issue areas from program and budget formation, industrial base and procurement, and policy and reform. One of their self-proclaimed strongest attributes is their access to defense policy makers and those responsible for budget in Congress and the executive branch. The Livingston Group represents both domestic and foreign entities including non-profits, multinational corporations, and foreign governments and municipalities.
